The quickest way might be to just have spindle pwm on another pin then change the pin number after you finish your config manually.

That is an excellent idea. I'll do that later today.

Is there someplace where I should submit a bug report? Ideally, I'd like to submit a bug report and a patch at the same time, but that might take a little longer.

The official bug report link is on the Community page. I've posted a note on the IRC emc-devel channel.

Also note that you can download via git and create a RIP (Run In Place) version of EMC so you can modify and or fix things then run the software.

I just thought I'd let you know that micges (IRC name) has patched the 2.4 branch to fix the bug you have found. To get that patch before the next release you can use git to download the 2.4 branch and use a RIP.
