tryed upgrading EMC2 useing install.sh file looked like it was doing something but on restart nothing happened
but i did notice in my update manager there is emc2 but it is greyed out so i cant install it
The administrator has disabled public write access.

Why did you do that? That script is for something else. (Installing EMC2 onto a standard Ubuntu installation, which doesn't have EMC2).

I gave you a link which explained how to upgrade through the package manager.
